SINGAPORE – A man who volunteered as a traditional Chinese medicine (TCM) physician used the opportunity to take voyeuristic photographs of his patients in the clinic.
Over a period of about three years, he offered his services at two different TCM clinics and targeted multiple patients, taking compromising photographs of them.
A gag order is in place to protect the identities of his victims.
His attempts became more brazen, and he targeted at least one victim even while her husband was accompanying her in the same room.
Liew Meng Fatt, 57, was finally caught after his own wife came across the obscene materials saved on his electronic devices at home.
She handed over the incriminating evidence to the police, which included two smartphones, two hard disks and a laptop.
On April 8, Liew was sentenced to 12 months’ jail after he pleaded guilty to three charges of voyeurism. Four similar charges were taken into consideration for his sentencing.

He cannot be caned as he is over the age of 50.
Business records show he was a director of the Singapore College of Traditional Chinese Medicine between May 2016 and May 2019.
Court documents say he was employed as a senior technical sales specialist.
Investigations revealed that Liew had taken at least 137 voyeuristic photos of nine victims in a TCM clinic setting.
Between August 2020 and September 2022, Liew worked part-time as a TCM physician at two clinics.
The prosecution said that as part of the treatment he provided, Liew would often direct his patients to a bed in a room and ask them to lie face down in order for him to perform treatments such as acupuncture.
During this time, he would take photos of the exposed breasts or genital region of the patients.
The court heard that he would secretly do so, even if other people were in the room, pointing out that one victim was accompanied by her husband at every appointment.
Liew would then go to his car to upload the images from his phone to his laptop, and edit them by making them brighter. He admitted that he viewed the images for his own sexual gratification.
For each count of insulting the modesty of a woman, an offender can be jailed for up to a year and fined.
For each count of voyeurism, an offender can be jailed for up to two years, fined, caned, or given any combination of such punishments.
